CLS is a five-year programme fund that provides grants to 30 local NGOs to support the delivery of community legal services. The CLS programme aims to provide greater access to justice for poor, marginalized, and socially excluded communities across Bangladesh. It aims to do so through improving the reach, quality and sustainability of community based legal services. It is also claimed that CLS aims to promote access of the poor to legal entitlements, better protection of human rights, and appropriate modes of dispute resolution. This study aims to understand which strategies have worked, which have not, and why. The study sought for the most effective strategies for improving the access to and quality of, community legal services across Bangladesh and most effective strategies for improving legal and development organizations capacity to deliver those services. The research also identified unexpected outcomes, including negative ones.
