This baseline study covered the following aspects: (i) facilitated the design of an appropriate implementation structure for the CBP program; (ii) identified criteria for the monitoring and evaluation plan to be used throughout the program; and (iii) provided a benchmark for measuring program results at the end of the three-year implementation period. The baseline study covered both “demand” (community at large, local political and civil society members including UP chairs/members, ward counselors, mayors and local elites) and “supply” (CPF, Bangladesh Police, PNGOs) sides of the CBP in all of the 16 districts covered by the project.
