Ministry of Social Welfare has taken a number of social safety net programs to build an effective social protection system in Bangladesh. The Widow Allowance (WA) and Disability Allowance (DA) programs represent an important component of the social safety net system. In recognition of the need to strengthen the WA and DA programs, The World Bank undertook a project to conduct three sets of assessments including beneficiary profiling, market assessment and service mapping in the same 12-15 upazilas of 2-3 districts. dRi had been awarded to carry out this project. The primary objective of this assignment was to complete the preparatory work that will inform the design of a package of economic inclusion services within the WA and DA program.dRi conducted the study following a mixed method approach applying both qualitative and quantitative methods.
Tools for both methods were selected considering relevance with the study objective. For beneficiary profiling 3600 beneficiary surveys and 15 FGDs were conducted to accumulate data. For Market assessment and service mapping overall 30 market observation and 60 KIIs were conducted by dRi. Participation of all stakeholders were ensured while comprehending and documenting data. Team leader along with other qualitative researchers facilitated FGD meetings with key informant in order to better understand beneficiary perceptions and social norms. They also obtained information on infrastructures and other economic facilities available in the area. Enumerators collected quantitative data using questionnaire developed by WB following ethical obligations.
