The government of Bangladesh adopted the National Integrity Strategy (NIS) in 2012 and consequently, introduced a number of initiatives under this broad strategy. In 2015, the GoB decided to conduct a good practice survey and the main objective of this survey was to identify the good practices and explore the factors that were affecting the successful implementation of NIS. The factors identified are expected to be a useful reference among the stakeholders to promote activities under the NIS. The study was carried out following a qualitative methodology and based on the analysis of the successful cases and the experiences of the government officials, a “path to be change maker” model has been proposed. This model has attempted to explain and explore how an innovative and motivated public servant, in response to the demand for change, may work within the government system to develop an accountable and effective public service delivery system through generating support, fostering collective action and mobilizing resources.
