To improve the condition of the Jhenaidah to Jashore road, the Government of Bangladesh (GoB) has requested the World Bank to finance the upgradation of the existing 2-lane highway to a 4-lane highway road through the WeCARE project. Under the WeCARE programme, total 260 Km road has been considered to upgrade from 2-lane to 4-lane. However, approximately 48.7 km was planned to be upgradeded in Phase-1 and the remaining road will be upgraded in next phases. An Environmental and Social Impact Assessment (ESIA) for the Jashore – Jhenaidah Road existed as part of the SIA for the Daulatdia – Magura – Jhenaidah – Jashore – Khulna Road (N7) prepared in 2015 with funding support from and following the Asian Development Bank (ADB) Safeguard Policies. That pre-existing SIA covered other sections of the road (beyond Jashore –Jhenaidah and Hatikurul-Bonpara) that will not be supported by the World Bank. This SIA needed to be updated re-focusing the assessment on the Jashore – Jhenaidah to meet the new Environment and Social Framework (ESF) of the World Bank that took effect October 1, 2018 under which the WeCaRE Program will be processed and implemented.
