Triple Line has been contracted by the Voluntary Service Overseas (VSO) to undertake a mid-term evaluation (MTE), involving a set of country case studies to assess the FCDO-funded Active Citizenship Through Inclusive Volunteering and Empowerment (ACTIVE) Programme. The MTE has run from October 2023 to February 2024. ACTIVE is a 3-year accountable Grant funded by the UK government’s Foreign, Commonwealth, and Development Office (FCDO) and has been implemented in 19 VSO operational countries in Africa and Asia (2022-2025). The ACTIVE Programme approach has been focused on supporting the most marginalized local people (women and girls, youth, people with disabilities) to engage others such as policymakers and service providers in addressing the problems they face, as well as on building the capacity of civil society and governments in social accountability, resilience, and social inclusion and gender equality.
The Programme has worked to strengthen civil society and build a culture of volunteerism and civic engagement, while also building the capacity of governments and service providers to be more responsive to marginalized citizens. The evaluation has aimed to achieve several key objectives. Firstly, it has sought to ensure accountability to the Foreign, Commonwealth, and Development Office (FCDO) by assessing the investment in Volunteering for Development (VfD) and its alignment with the Grant agreement.
Additionally, the evaluation has examined the impact of the VfD methodology on local communities, assessing its effectiveness in empowering citizens and sustaining action on rights to improved service delivery. It has also evaluated the outcomes of capacity building and advocacy efforts on service providers, particularly in health, education, and livelihoods services. Furthermore, the assessment has explored the influence of the Global Standard on global volunteering practices and has proposed actions for improvement. Finally, the evaluation has provided evidence on the overall effectiveness of VfD implementation, including considerations of value for money in delivering the Grant.
