dRi conducted an external final evaluation of the project “Restoring the Environment and Strengthening Resilience of Rohingya Refugees and Host Communities in Cox’s Bazar,” implemented by IOM UN Migration. The evaluation assessed the project’s overall performance, effectiveness, accountability, and sustainability over its full implementation period (October 2022–September 2025). The assignment covered selected Rohingya camps and adjacent host communities within the Balukhali watershed area of Ukhiya Upazila, Cox’s Bazar. dRi carried out a comprehensive desk review of project documents and employed a mixed-methods approach, combining household surveys, focus group discussions, key informant interviews, in-depth interviews, observations, and case studies. The evaluation examined outcomes related to environmental restoration, disaster risk reduction, WASH services, mental health and psychosocial support, gender equality, protection, accountability to affected populations, and value for money. The study generated evidence-based findings and actionable recommendations to inform learning, accountability, donor reporting, and future humanitarian–development programming in complex refugee and host community settings.
