The Development Research Initiative (dRi), in collaboration with the FrameWorks Institute, River and Delta Research Centre (RDRC), and other partners, led the Fair Urban Transition Project Phase II in Khulna, Bangladesh. The project built on Phase I, which had mapped the cultural and communication landscape of fair urban transition issues and revealed widespread inequalities in urban services, governance, and citizen engagement. In Phase II, dRi and its partners developed and tested empirically grounded framing and narrative strategies to address communication challenges and harness opportunities created by Bangladesh’s evolving political and social context. These strategies were translated into practical communication toolkits to help sector actors build public and policy support for just, equitable, and inclusive urban development. The project also strengthened the capacity of stakeholders, including local youth groups and community-based organisations, to use these tools in their own advocacy and communication efforts. Through training, workshops, and collaborative research, the initiative enabled stakeholders to shift public mindsets, foster citizen engagement, and align diverse actors around a shared, equity-driven vision for urban development in Khulna.
