The Institute of Development Studies (IDS), in collaboration with dRi, conducted a regional assessment funded by the World Bank Group (WBG) to evaluate female labor force participation in the cooling sector across South Asia. This sector, encompassing industries like air conditioning, refrigeration, and related services, was identified as vital for climate adaptation, economic growth, and addressing environmental challenges amid rising temperatures and urbanization. The project addressed gender disparities in labor markets, focusing on barriers such as discrimination, skills gaps, and social norms that limited women’s involvement, while identifying opportunities for empowerment and inclusive policies. dRi managed the fieldwork to gather data on women’s participation, challenges, and potential interventions. Key activities included 500 surveys with respondents from formal and informal sectors, 5 FGDs with diverse groups (e.g., women workers, trainees, and community members), and 15 KIIs with government officials, industry representatives, and training providers. The assessment employed a mixed-method approach, combining quantitative surveys for broad insights and qualitative methods for in-depth understanding. The project evaluated relevance, effectiveness, and sustainability, aiming to inform policies for gender equality, skills development, and social justice. The outcomes supported stakeholders in fostering equitable labor participation, contributing to broader goals of reducing poverty, tackling inequalities, and promoting sustainable development in the region.
